The short answer

Budget about $18 (¥2,830) per person and about 1 h 35. It is both the cheapest option and the fastest. The Japan Rail Pass covers none of the options on this trip.

Japan Rail Pass: no A private company, so the pass never applies.

Who runs it: Odakyu and Fujikyu A private company, from Shinjuku to Hakone. The Romancecar is its express train, with assigned seats. Outside the Japan Rail Pass. Source A small private company, from Otsuki to Kawaguchiko at the foot of Mount Fuji. Its section is always paid on top of the pass, even on a direct JR train. Source

A combined price on two tickets from two different private operators: about $5 (¥790) to $7 (¥1,080) to Gotemba depending on where you start in the Hakone area, Sengoku or Togendai, taken here at the higher figure of about $7 (¥1,080) from Togendai, plus about $11 (¥1,750) from Gotemba to Kawaguchiko. The Hakone Freepass covers the Odakyu leg to Gotemba but not the Fujikyu one; the Japan Rail Pass covers neither, they are private buses. Fare source
