Nikko is not a town but a valley that climbs. The shrines are at the bottom. The hot baths are at the top, and a hairpin road separates the two.

The center if you come for the shrines and leave the next day, since everything there is on foot or ten minutes by bus, and the climb to the upper valley eats an afternoon you will not get back.

At Chuzenjiko and Yumoto the hot water comes out of the mountain, and the properties there run on the standard model: half board included most of the time, priced per person, with a dinner time chosen at booking rather than on arrival. Down in the center you get plain rooms billed per night, usually with no meals, which is the practical choice for a single night before the shrines.
One valley over, Kinugawa is a hot-spring resort of large riverside properties built for Japanese groups. For comparable comfort they often come cheaper than the lake. It is the answer when Nikko itself shows full.
Fifty minutes to the lake, eighty to Yumoto, on a hairpin road that slows the moment there is traffic. A train leaving Asakusa in the late afternoon leaves you very little margin. Check the last bus before booking at altitude. Up there it is also not Tokyo weather: the lake sits near 1,300 meters, it can be ten degrees colder than the bottom, and the autumn colors start earlier.
We never recommend an address. Three questions settle it: how high up the valley you want to sleep, which is really a question of what time you arrive; whether you want the bath or the shrines to be the point of the trip; and whether your dates fall in the autumn colors, when the lake properties are taken months ahead and Kinugawa is the realistic answer.
